Regularly materialize user-generated metrics

What is it?

In the future, wehn we give users the ability to define metrics in the UI, we will be storing them in a metrics table https://github.com/opensource-observer/oso/issues/1772

We will need something that materializes these regularly, either in raw Dagster or Dagster/sqlmesh
