Using files with comma as the decimal separator will crash the scale tool

We may not be able to add support for the comma as decimal separator in the upcoming release, but we should at least fail more gracefully.

static_comma.zip I get crashes when I use this file for "Marker data for measurements" and try to add a new measurement set.
