MATLAB API with Apple Silicon

MATLAB is officially providing Apple silicon support starting with R2023b: https://www.mathworks.com/support/requirements/apple-silicon.html

With this being clearer, we should see what it would take to get OpenSim's API with MATLAB working natively with Apple silicon.
