Tools - etcdhelper functionality increase

Reason for PR

This PR increases the functionality of the etcdhelper tool by adding in support for decrypting values stored in an etcd cluster that have been encrypted through supported OpenShift methods[1]. This tool has been tested and verified to work with OpenShift 4.6 etcd cluster backups. The README has been updated to include examples and details about using this new option: secrets.

Changes to code

The etcdhelper.go tool has had a new function added, func secrets, which adds in logic to decrypt values stored in the aescbc method inside of etcd. This work was primarily done by @sabre1041 as its own standalone tool, but has been converted into a function to be used as a single binary.

Hi @KyWa. Thanks for your PR.

I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
