HCCDOC3084 Add missing release notes for Insights Operator enhancements including rapid recommendations
This change is required to help customers understand some key enhancements about the Red Hat Insights component in OpenShift Container Platform and to help reduce the churn to technical support and other field teams who might get asked about some of the key changes that were introduced in 4.17.
Several enhancements were made to the Insights Operator component of Red Hat Insights for OpenShift in 4.17.
The biggest highlight was that a new data collection feature was introduced called Rapid Recommendations.
Several other enhancements were made to increase the data that gets collected and to provide more remedial recommendations.

The Red Hat Insights team are working through a backlog of JIRAs, hence the delay in processing this doc requirement.

Hi @michelle-purcell. Thanks for your PR.
I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
Once the patch is verified, the new status will be reflected by the ok-to-test label.
