Strips the 4.11 release notes to create a draft for 4.12

This PR creates the draft for the 4.12 release notes

Additional information: I left the content in the dep/rem section. I am going to go through it at a later date and make a decision on what should stay and what needs to be removed. Need to have a discussion about how many releases we want to have tracked here.
