ProjectDirectoryImageBuildInputs are missing `from`

I want to have build_root.project_image based on an imagestream in api.ci but I am not able to replace FROM in that Dockerfile. More concretely I want to extend the root image (golang-1.10) with nss_wrapper , but I am unable to specify the api.ci imagestream as an input: https://github.com/openshift/ci-operator/blob/0a8acd2c24e252d69ae864b7c222346638319c4e/pkg/api/types.go#L430-L445

it seems that you need this, but we haven't implement this yet.
