PaC Permissions for Project on Bitbucket Server

Hi

Question about permissions for Bitbucket Server -> "The token will need to have the PROJECT_ADMIN and REPOSITORY_ADMIN permissions."

Why does PaC need Project PROJECT_ADMIN and REPOSITORY_ADMIN permissions?

Regarding the docs https://confluence.atlassian.com/bitbucketserver/personal-access-tokens-939515499.html wright permissions should be enough.

I would be grateful for a brief explanation.
