Add API and feature usage metrics

Please describe the Improvement and/or Feature Request

Operators running OSM at scale will likely want to be able to gather metrics on what is being used by different clusters (traffic targets, traffic splits, etc.). Currently OSM provides granular Envoy metrics and some control plane metrics, but this should be expanded to include usage metrics as well.
