To support advanced Dashboard settings in reporting

Is your feature request related to a problem? Please describe. #162 Users see difference in data format on Discover v.s. the csv report the get.

Advanced settings affects how user see data in Discover.

Describe the solution you'd like

• Reporting to support everything in advanced settings? such as date_formanting, timezone, csv seperator, there's a lot and we need to implemet one by one.

Describe alternatives you've considered

• Reporting has its own definition that will not follow advanced settings, or like @kgcreative Kevin mentioned here. It could be a mixed strategy that it by derfault inheir advanced settings, but be overridable by the user, since different applications might expect the date format in different ways.
