[BUG] Navbar current link underline behavior inconsistent.

Describe the bug

Some of the links on the navbar retain their underline after being clicked on. Some of them do not. Let's make the behavior consistent whether we leave the underlines in or not.

To Reproduce Steps to reproduce the behavior:

• Visit opensearch.org
• Click on 'Download' in the navbar. Note that the download link retains its underline as the download page appears:

• Click on "Documentation" - note that the 'Documentation' link does not retain the underline.

Additional context I suspect this is a result of the documentation site not having the same collection of javascript and CSS that the project website does. Fixing one might fix the other.
