This 0.15 -> 0.16 has significant changes that require effort to fix, but also breaks due to outdated version of this package referenced by core build tools: https://github.com/opensearch-project/OpenSearch/blob/main/buildSrc/build.gradle#L107

So requires upgrading in core first
