Automate the Components section of the release issue

Coming from META issue https://github.com/opensearch-project/opensearch-build/issues/3676, today for even release issue mainly for major and minor version, a release manager should manually update the Components section with a bunch URL's that points to the issues/pr's corresponding to the release. Have an automated solution that can fix this manual step.

First finish the prerequisite https://github.com/opensearch-project/opensearch-build/issues/3349 to automate the creation of the component release issues and link the automation to update the Components section of the release issue.
