Add dynamic setting for disk circuit breaker

Disk circuit breaker (code link) has a hard coded threshold as 5 GB. We should make it as a dynamic setting.

@ylwu-amzn , what should be the min and max value for the threshold? Please consider giving the linked PR a quick review

NOTE: I am not working on this issue as of now. If any OSCI contributor wants to work on this, please feel free to work on this.
