Refactor the BWC test to sth like https://github.com/opensearch-project/k-NN/blob/main/.github/workflows/backwards_compatibility_tests_workflow.yml

The key point is restart upgrade supports between major versions (Index comp.), but rolling upgrade only supports the last minor version of the lower major version to the newest major version (API comp.).
