Move 'Version history' file

From retro: Changes that were made to make the PR validation process more in line with OpenSearch standards made updating the version history more difficult. Specifically, because all old version branches are protected, each change must pass all checks, even though these versions maintained.

We need to fix the broken links that are causing problems with backporting to certain versions (see https://github.com/opensearch-project/documentation-website/issues/5472), but we can also move the Version History file so it doesn't require a backport action. One solution is to move the topic to GitHub.
