[FEATURE]Suggest how to increase the number of HC detectors

Is your feature request related to a problem? Currently when the number of HC detectors exceed threshold, we will emit warning:

What solution would you like? We should tell cx how to fix the issue. For example, they can change cluster setting: opendistro.anomaly_detection.max_multi_entity_anomaly_detectors
