[BUG] Resolve workflow failures on main branch following 3.0 bump

What is the bug? PR https://github.com/opensearch-project/alerting-dashboards-plugin/pull/471 bumped the main branch of this plugin to 3.0, and with that, we saw unexpected failures in the github cypress test workflow.

It appears that the first few cypress tests are executed before the domain has finished assembling, which is causing them to fail. However, further investigation is needed to confirm and resolve.

As mentioned in comment https://github.com/opensearch-project/alerting-dashboards-plugin/pull/471#discussion_r1178241552, the OPENSEARCH_VERSION is now redundant, and can be removed.
