[FEATURE] Per document monitor can't select cross cluster indices

What is the bug? Per document monitor can't select cross cluster indices, Per query monitor works, but Per document monitor doesn't

How can one reproduce the bug? Steps to reproduce the behavior:

  1. Go to OpenSearch UI dashboards
  2. Click on Create monitor with per document monitor
  3. Scroll down to select data
  4. fillout the cross cluster indices remote-cluster-poc:opensearch_dashboards_sample_data_ecommerce
  5. it is throw error "must specific an index "

What is the expected behavior? The cross cluster indices should be selectable and per query works fine, but per document monitor doesn't What is your host/environment?
