[Segment Replication] Create an API to fetch metrics related to segment replication.

Is your feature request related to a problem? Please describe. Currently we just log all the metrics related to segment replication. Instead we need to create an API to fetch all relevant segment replication metrics, so that we can just call the API from opensearch-benchmarks to get the metrics and include them in the results of a benchmark run.
