[BUG]opensearch-dashboards does not support i18n

Describe the bug there has two questions: 1.missing config file /opensearch-dashboards-3.0.0/src/.i18nrc.json, cause i18n.locale not work. 2.translation file /opensearch-dashboards-3.0.0/src/translations ,missing many entry.

To Reproduce download opensearch-dashboards and extract it, go to the above directory to view files. Expected behavior

OpenSearch Version 3.0.0 Dashboards Version 3.0.0 Plugins

Please list all plugins currently enabled.
