[BUG] When run FT repo test in OSD, if there is no test to run, the result show succeed

Found that when run FT repo in OSD, if there is no test to run, the test result still show succeed To Reproduce Like this https://github.com/opensearch-project/OpenSearch-Dashboards/actions/runs/8932383630/job/24536146128?pr=6610 Go to the cypress test ciGroup5, check the test result and found, the running test number is 0 while the test report is successful

Expected behavior Hope the test report can show expected and meaningful result, if there is no test, output warning instead of succeed OpenSearch Version 3.0 Dashboards Version 3.0 Plugins
