[BUG] Discover - Non Legacy - Cell content interaction

Describe the bug

There is a UI bug that can occur when the 'Interact with cell content' option is clicked. As the popup is starting to show if another cell (or area of the page) is clicked sometimes the panel won't auto-close. If this happens green highlights that show on cells when clicked will act strangely and highlight random cells or simply loop through a few previously clicked cells.

To Reproduce Steps to reproduce the behavior:

1. Open an index with data in discover
2. Click 'Interact with cell content' and quickly click out of it
3. Click a few random cells to see if they highlight appropriately. If they do repeat step 2 to re-attempt to trigger the bug.

Expected behavior The cell highlighter should not enter 'disco mode'
