[VisBuilder] Functional: create wizard directly on dashboard, do not save to the dashboard

Write function tests for these scenarios:

1. select a dashboard, and create a new wizard
2. make sure Add To Dashboard after saving toggle is off
3. type a title and make sure Save button is visible and select Save button
4. should stay on the wizard editing page, and the created wizard should not be shown on the dashboard
5. verify wizard is visible under saved object page
