Saved-Objects export and import formats should be interchangeable

Is your feature request related to a problem? Please describe.

It is frustrating that when you export saved objects from the UI you cannot then proceed to import them with the API. Likewise if you export them using the API you cannot import them using the UI.

Describe the solution you'd like

The outputs and inputs from the UI and API for saved objects should be compatible/interchangeable.

Describe alternatives you've considered

This could be solved with clear documentation. That is a half measure though as the it is not intuitive. Saved objects should be saved objects and behave the same regardless of where you export/import them from.

@dtaivpp This sounds totally reasonable to me. I haven't looked at the import/export formats enough to know all the differences, but they obviously would be equivalent and therefore mappable.
