Remove two retired CE's, also retiring gridftp.

We can remove Purdue-Hadoop-SE-Gridftp now, but the other two had records in GRACC in the past two years, which we may need for resummarization.

Looking at the graphs: Purdue-Hadoop-CE can be deleted after 2024-05-02; Purdue-Rice can be removed after 2023-01-25.

Until then, they should have "Active: False" if they've been retired.
