The order of Dataset is automatically Alphabetically sorted

Using Substation Menu Plugin, when any Control Block is configured, at the stage of Dataset element association, Independent from user's element adding order; dataset is automatically Alphabetically sorted.

This shall not be the case, OpenSCD shall not reorder the elements Alphabetically which is not the intention of the user. The order that user added the elements shall be saved, not resorted.

Typical use case is with status values and quality attributes: User adds the elements in the order below:

......./Pos.stVal ......./Pos.q

OpenSCD sorts the elements and reorders like below:

...../Pos.q ...../Pos.stVal

Because q is before s in the Alphabet.
