Release build output

The current release of OpenSCD doe ship code as a zip file no the build output itself. For users that do not have access to WWW were using the build output in the past to run OpenSCD of their machine. I would love to see OpenSCD be released with build outputs again.

Acceptance Criteria:

  • Release please generates a release with attached build output assets (open-scd.zip and open-scd.tar.gz)
