Reconsider the title for the new dialog `SCL History`

There are now two dialogs within OpenSCD that have the title SCL History. The one within the open-scd component and the one within the plugin SCL history. SCL history in my opinion is not well-chosen as this conflicting with the SCL element History. I would therefore propose to use Editing history which better fits the wording used within the Editing mixin within open-scd-core.
