Deleting an IED should remove unused SubNetworks

Describe the bug

Deleting an IED should remove all unused SubNetworks.

project_9_OpenSCDDMMapped_Q+B30+411L-2.zip

To Reproduce Steps to reproduce the behavior:

  1. Unzip and open the attached file.
  2. In the IED Editor, delete the device, "XATBZA1P1". This is used in subnetworks W1, W2, W3, W4, W5.
  3. Receive a validation error.
  4. Observe that empty SubNetworks W1, W2, W3, W4, W5 are present in the Communication editor.

Expected behavior

SubNetworks are not allowed to be empty and should be removed if we are aiming to create a compliant SCL file.
