Clean up substation plugin

As a user of OpenSCD I would like to see a substation plugin that doesn't leave unclear messages.

The substation plugin now suggests that it needs a direct substation element. If that is not the case a message will be set stating "No substation" and an "Add Substation" - button will be visible.

Suggestions:

• Remove the "no substation"-text and the "add substation"-button when either a substation-/line-/proces element is present.
• Or remove them if atleast a substation is present (substation can be a child of a process element)
• Show all Report/GOOOSE/SampledValue buttons can also be removed as it is easy enough to navigate to
