Common event indicating wizard-select changes

Is your feature request related to a problem? Please describe. As a user of OpenSCD and a potential plugin author, I want an event indicating changes on the maybeValue property of wizard-select. At the moment, it is possible to listen for the mwc-select selected event indicating some changes within the selection, but clicking on the null switch and changing maybeValue to null would not fire such a selected event.

Describe the solution you'd like

• have a customized maybevalue-change event that can be listened to using @maybevalue-change
• have a customized value-change event that can be listened to using @value-change
• have a common input event that can be listened to using @input
