hide export button for all non-registered users

As a configuration option, I want to hide the export framework button for any user not logged in/registered.

Just hide the button or do you want to actually disable the functionality if the user is not logged in? (Anyone can look at this code and find the URLs that would work otherwise.)

Probably disable. Do we disable the 'delete' button for example for a non-logged in user?

@brandonopened I was not meaning how it was displayed in the UI, but actually make it so that one could not go to the URL directly to get an exported file unless one was logged in (vs just hiding the button).
