Move framework items

As an org admin, I want to be able to move cf items between frameworks. This can be done to enhance the Copy Items tab.

*Key difference between copying and deleting is not changing the identifiers.

GUID is not a defined term in the CASE spec.

It looks like the CASE Registry is defining a GUID as being the URI, so noting that this could only occur with frameworks using the same URI namespace (i.e. on the same server).

Correct this feature would only be talking about frameworks on the same server.
