Bump Maven surefire & failsafe to 3.0.0-M4+ for JUnit 5.9.2+

JUnit 5.9.2 was released today, with Document Maven Surefire/Failsafe version alignment in the listed changes.

Use Maven Surefire/Failsafe 3.0.0-M4 or later to avoid interoperability issues SUREFIRE-1585 introduced support for aligning the version of the JUnit Platform Launcher it uses with the JUnit Platform version found on the test runtime classpath. Therefore, it is recommended to use version 3.0.0-M4 or later to avoid interoperability issues.

Up to now we're using 2.22.x; not sure if the version selectors will allow us to pick up the milestone version numbers.
