PC console: function of switch sort option button can be unclear

when there are multiple sort by options which does not change the order of paper/ac/reviewer, the function of switch sort option button is unclear.

tooltip should be added for the switch sort option button and when there's nothing to sort, this button should probably be removed or set to hidden

user can keep calling orderby without knowing the items has been ordered
