AC Console: add link to the edge browser

Users can use the edge browser to figure out the next available reviewer to reassign to a specific paper.

Celeste and Nadia can work on this one together, Celeste has been adding to the AC console the link to the edge browser so the ACs can make reassignments.

I'm not sure if this is something the PCs should decide when to enable it or not. So we could add a function in the conference object that says enable_reassignment(allowed_committee=[ICE.cc/2021/Conference/Area_Chairs])
