Reassignment: SACs are removed from submissionX/SAC group when assigned AC is removed/added

Problem: There are reports of SACs being removed from their assigned submissions when there is a change in the AC assignments. New AC is assigned to a submission first. Old AC is then removed. this removes SAC and the SAC is not added back. The SAC was assigned to both ACs.
