Redo aaai tests

Updates the AAAI tests to match their workflow.

There are changes to venue.py that will not be merged, but is needed to support the 2 phase review. This is because by default we consider papers without a decision to be rejected. In the future, it would be nice to have a different solution that works for all venues.

One issue with this change is that if Post Decision is run again, the decided papers will not update (e.g. their venue/venueid).

Before this PR is merged, the changes to venue.py and some tests will need to be commented out so tests pass in circle CI.
