Reduced Load

Clarify the logic of allowing reviewers to accept with a reduced load. If the PCs say no to letting reviewers directly accept with reduced load, but they put values under invitee reduced load, the users are allowed to first reject and then accept with a reduced load.

We should make this more clear. @melisabok suggests having a field with explicit options:

  • Yes on accept
  • Yes on decline only
  • No at all
