ARR: Enable different emailing options in PC console

Below are the emailing options requested. Some have been implemented or already exist.

Some of these will need to be integrated into the Paper Status tab since the rowData object that gets read needs to be aware of an entire paper's reviewing workflow rather than what is just assigned to the reviewer/AC

SAC / SAE groups:

• [x] All
• [ ] SACs with assignments
• [x] SACs with an assignment that has a missing meta-review
• [x] SACs with an assignment that has less than three reviews

AC / AE groups:

• [ ] ACs with submitted meta-reviews (what does this mean? All submitted or some submitted?)
• [ ] ACs with assigned meta-reviews, all completed
• [x] ACs with assigned meta-reviews, none completed (implemented by default)
• [x] ACs with assigned meta-reviews, not all completed (implemented by default)
• [x] ACs with assigned checklists, none completed
• [x] ACs with assigned checklists, not all completed
• [ ] ACs who have not answered the available load form
• [ ] ACs who have indicated they are available, but have not been assigned papers
• [ ] ACs who have indicated they are available, but have not been assigned papers, and have not done the emergency agreement

Reviewer groups:

• [ ] Reviewers with assigned checklists, none completed
• [ ] Reviewers with assigned checklists, not all completed
• [ ] Reviewers with assigned reviews, none completed
• [x] Reviewers with assigned reviews, not all completed (implemented by default)
• [ ] Reviewers with assigned reviews, all completed
• [ ] Reviewers with unreplied rebuttals
• [ ] Reviewers who have not answered the available load form
• [ ] Reviewers who have not answered the registration form
• [ ] Reviewers who have completed the registration form, but have not answered the available load form

ACs with assigned checklists deployed from:

Note: The option ACs with assigned checklists, not all completed will also email ACs in the option ACs with assigned checklists, none completed since the second option is a subset of the first option.

Extra changes will have to be made if we want ACs with assigned checklists, not all completed to only include those who have already started their checklists (>= 1 checklist submitted across the assignments)
