Allow desk rejecting papers that were already desk rejected and reverted

For now we solve this by increasing maxreplies, but maybe another solution is possible.

I think when a desk rejection is reversed, the process function can mark the desk rejection not as "deleted" so the button is enabled again and maxReplies is still 1.
