Update bibtex when submission changes are made with the Camera-Ready invitation

Sometimes changes to submission information take place after the Post Decision is run, and I doubt PCs realize that the bibtex is updated when the Post Decision is run so they don't run it a second time after changes are made by authors. Maybe we can update the bibtex when related submission information is changed during the camera ready period.
