Recruit group members using a group invitation

Instead of using the venue request form to recruit reviewers/ACs, we should provide a set of group invitations to let the PCs or any other user with permissions to recruit members.

Users should be able to recruit one reviewer at a time, several reviewer or provide a CSV file with the reviewer data.
