Comment Stage: ask PCs to configure email notifications

PCs should decide which email notifications to send when a comment is posted

  • Email PCs for new comments
  • Email PCs for edited/deleted comments
  • Email PCs for new comments visible to PCs only
  • Email PCs for edited/deleted comments visible to PCs only
  • Email SAC for new comments
  • Email SAC for edited/deleted comments
  • Email AC for new comments
  • Email AC for edited/deleted comments
  • Email reviewer for new comments
  • Email reviewer for edited/deleted comments
  • Email authors for new comments
  • Email authors for edited/deleted comments

They all must be readers of the review in order to send the email notification. cc @celestemartinez The options SAC, AC must be available if the venue has these roles.
