Decisions should only be Public if the paper is Public

The stage should check whether or not a paper is 'public' before the Decision is changed to 'public'.

Sometimes the Decisions are set to public before the papers are (the Decision Stage is run before the Post Decision Stage), could PCs have an option in the decision stage to only set decisions that are "accepted" to public?
