Venue: allow for submissions to be open while review stage is ongoing

Add support for submissions to be reopened while the review process in ongoing. Currently, reopening the deadline and accepting new submissions while reviewers are reviewing papers resets the submission/post submission invitations and the readers are reset to program chairs and authorids if the papers being reviewed are edited.
