Add sparseValue to expertise API call

To protect the expertise API from large conferences, we need to add a sparseValue field to the expertise request with a reasonable default value (if 300, then venues with > 300 submissions will retrieve a score file that is smaller than the all scores file). Otherwise there may be an issue with the data being too large when returned
