Deploy SAC assignments should release the assignments to the SACs/ACs

There is confusion between the PCs because after they run the SAC/AC matching, they want to deploy them. This makes sense for them but the current implementation is not releasing the assignments to the SACs/ACs, it is creating the SAC paper group based on the already deployed AC assignments.

In order to remove the confusion, I propose the following:

• Deploy SAC assignments: create the Assignment edges making the assignments to be visible in the PC, SAC and AC console.
• Deploy AC assignments: create the AC assignments edges, create the AC paper groups and create the SAC paper group based on the already SAC deployed assignments.
