PC console CSV export characters not displayed correctly in excel

some characters in generated excel are not displayed correctly in excel

specifying charset utf-8 and passing in autoBom true to filesaver do not seem to have any effect

I didn't find a fix with filesaver If using another file saving library is an option i can try again

wanted to check if this is resolved in the new pc console but can't recall which venue it is. @melisabok @celestemartinez @nlbahy if you see csv not exported correctly please let me know the venue
